They could potentially harm almost all the organisms in the local river in the spot that there looking to build at it will effect animals more down stream due to the water intake and out take a positive outlook on this would be if the place near the river inquired a lot of floods then controlling the dams system could lead to less flooding mainstream though im not entirely sure on how the system operates
