The compromise managed to create a federal government and the congress had two houses the Senate and House of representatives. And the number of member of each house was based on the population of each state. The  great compromise was the plan was created by roger Sherman, he was a delegate from Connecticut. This plan was created  because the delegates of 1787 constitutional convention were divided about the structure of the future government and the the representation in the congress. Two plans were presented during the convention; The Virginia plan and the New Jersey plan.  The Virginia plan was favoured by the larger states while the New Jersey plan was favoured by the smaller states, and none of the states agreed with each others proposal. So in the end the great compromise had to be presented which contained the provisions from both the plans.
