If you have a minus power in the denominator, the base and power go to the numerator. The number in front does not change where it is.

[tex] \frac{y^2}{4x^-5} [/tex]

goes into something that looks like this
[tex] \frac{y^2x^5}{4} [/tex]

When the minus power is in the numerator, the power and the base go into the denominator.

[tex] \frac{3x^-3}{y} [/tex]

Becomes

[tex] \frac{3}{x^3y} [/tex]

Numbers can do the same thing. if they have -powers associated with them.

[tex] \frac{4^-3}{5^-2} [/tex]
becomes
[tex] \frac{5^2}{4^3} [/tex]
