We can see he speaks directly to them in some phrases like:  "...rise to your feet; let the cry of your determination rise to the skies and reach our soldiers in East Africa.". Although he mentions East Africa and the enemies, he doesn't justify or explain any of those, he wants people to rise and encourage fear on the enemy and to support the soldiers.
