Yes, it is widely agreed upon that the Articles of Confederation created an ineffective government, since the federal government had no power to tax or put down state insurrections. This is what led to the Articles being replaced with the Constitution.

Lastly the amendments that had been created during this same time were not based upon a unanimous vote, which is how we intended laws to be thought through.
