I believe green water is more fertile. Green water is the soil moisture from precipitation, used by plants via transpiration. It is part of the evapotranspiration flux in the hydrologic cycle. Blue water is just ground and surface water.
A microscopic plant called phytoplankton is the primary producer in open-ocean food chains.
