To paraphrase properly you should

A. Rearrange the ideas in a different order

B. Express the main ideas in your own words

C. Delete a few words to shorten the passage

D. Change several words to alter the passage

I would go with B. Express the main ideas in your own words.

Paraphrasing is not about just changing the words around, or just taking a few out, you have to re-write it in your own words, and shorter. Almost like a summary.
