Upon slight rearrangement...

54xy+18y+45x+15  now factor 1st and 2nd pair of terms

18y(3x+1)+15(3x+1)  which is equal to

(18y+15)(3x+1)  and you can further factor the first binomial factor

3(6y+5)(3x+1)
