Herbert Hoover thought that volunteerism would help turn the economy around because businesses and individuals will have a greater chance to work together in order to end the crisis. People who wants to work on something can easily work on it without the process of job hiring, and that is why volunteerism, for Hoover is a best strategy in facing the crisis.
