The Congress of Vienna last 1814 made a political intervention of restoring peace in Europe after the defeat of the military dominance made by Napoleon Bonaparte. This cause gathered all the representatives in Europe to determine the territorial boundaries in countries. In effect, the decision created a balance among the countries in Europe to avoid further conflict.
