Hey there!
When you first skim through a passage, especially one that splits up its content, you should first look at the headings. Footnotes will give you specific information about terms you may not know within the passage, which definitely will not give you all of the info you need about the passage itself. There may be a few or no graphics within the passage you are reading, especially in government documents, so you cannot rely on these, either. Same thing goes for tables, which may not be present or give you an adequate amount of info needed to get the jist of your passage.
