The question is kind of vague but is he has the option to go ahead and get something other than a car seeing as his commute is small i'd other take public transportation or getting simply a bike. If that is not one of the available answers than i'd say he should go ahead and get a cheap, and reliable used car for his small commutes to get him from place to place.
