It has less to do with scatter plots all to do with slope intercept :)
slope intercept form:
y = mx + b
when m is the slope and b is the y-intercept
the line crosses the y axis at 40 so that is your y-intercept
and slope is rise/run so to make it easy I like to use whole numbers and reduce if necessary:
from ( 0, 40) the next point that the line goes through cleanly is at (3 , 35)
in order to get to that point you had to move down five or (-5) and to the right three or (+3) making your rise over run -5/3
putting this in slope intercept form you get:
y = -5/3 x + 40
