The Selective Service Act

The Selective Service Act of (enacted May 18, 1917) was drafted by then-Captain (later Brigadier General) Hugh S. Johnson during the World War I. This act allowed the United States federal government to increase the number of soldiers through conscription.

In 1917 the Army had only around 121,000 soldiers and National Guard having 181,000. As result of the act, two million men volunteered and 2.8 million had been drafted.
