No of sample space , n(s) = 12 + 11 + 17 + 5 = 45

No of favorable cases , n(e) = 17

Probability of getting blue marble ,

P(e) = n(e)/n(s)

       = 17 / 45

NOW

Probability of not getting blue marble,

P'(e) = 1 - p(e)

      = 1 - 17 / 45

     = ( 45 - 17)/45

    = 28 / 45
