Answer:Without a context, it generally means "if you want to win (over) some territory or people, it is better to win them by convincing them to accept you than by force".

So if you want to take over a country, I would interpret this to mean that you should educate them, provide them with opportunities, present yourself from the best side, and show your strengths rather than attack
