1. Dictators emerged so often because South America was going through the Cold War where two major powers tried to expand their influence to be bigger than the others. The Soviet Union helped support communist revolutions across south and Central America. The United States of America’s supplied these anti revolutionaries with weapons and manpower. America also installed dictators for the sake of their dominance

Latin American Nations in the 20th century were facing weak economy and stuck between Two Great Powers, hence there was rise in dictators.

There are two Questions, first is related to Latin American History and second is related to the rise of Japan, hence we will answer them one by one.
Answer 1
Throughout the History, the rise of dictatorship has two essential elements these are Poverty and Ethnic war. Latin American Nations were no different, there was economical Backwardness and civil war. These reasons led to rise of many dictators all over Latin America.
Problems which led to their rise are the unemployment, ethnic clashes, Colonialism, and the Interference of two Great powers US and USSR.
Latin Nations tried to address these problem through violence, they tried to make their nation based on Communist ideology due to which they were against privatization.

Japan able to rebuild after World War 2 by numerous reasons to name some few are policy of heavy industrialization, protectionism, Korean War and Aid from America.
By the 1990s, Japan faced three kinds of problems, one is stagnating demography, stagnating workforce, and the accusation of illegal and unfair trade practices by the Japanese Companies.
