To govern the citizens, keep the land civil, and stop it from plundering into anarchy. Its to keep order, and keep its citizens happy, just like in Civilizations. To keep your people happy, increases production, and many other important things, that you need.

Government in its purest form, if there is such a thing, is to provide law and order to a group of people. Government does not apply to just countries, but to small groups of people as well. This is supposed to insure that chaos is kept in check, but sometimes there are many reforms needed. Hope this helped and earned me a brainliest.
