Gas because solids can’t move and liquid is to slow if your looking for speed it’s gasses because when there is a lot of room they like to hit each other and it makes them to reproduce and they become faster and when they don’t have no more room then they become slow but not slower then liquid
Liquid can flow and solid if it’s ice it can melt and turn into liquid, the answer is liquid, sorry I can’t answer the first question
