The apostles were accused of being drunk because they were speaking in tongues and the people thought that they were drunk. Peter quoted Prophet Joel to support the outpouring of the holy spirit.
- On the day of the Pentecost which was fifty days after Easter, the disciples were celebrating the Jewish festival that was known as Shavuot and they were filled with the Holy Spirit.
- As they were filled with the Holy Spirit, they started speaking in tongues and were speaking in languages that the people didn't understand. This made the Jews believe that they were drunk.
- After they were done speaking in tongues, Peter told them that the disciples were not drunk, that it was too early to drink since it was in the morning.
- He told them that they were filled with the Holy Spirit and that one of the prophets who was Prophet Joel has already been told by God that the disciples will receive the spirit of the Holy Ghost.
In conclusion, the apostles were not drunk but rather filled with the Holy Ghost.
