I did the math, and believe it could be 60(pi)

Reasoning:

Cone: T.A. = (pi)rl + (pi)r^2

Cylinder: Total Area: T.A. = 2(pi)rh + 2(pi)r^2

(pi)rl + (pi)r^2 + 2(pi)rh + 2(pi)r^2 = TA   (_____ = delete, because they will be within the figure)

(pi)rl + 2(pi)rh + (pi)r^2 = TA

It can't be  

24 or 9, because they are too small, and you said it can't be 96.
