He is characterizing himself as a busy man and not realizing how bad the killing was, or just ignoring it because he was busy. It can affect the crowd in both a negative and neutral way. Negative because he is saying that there were more important things going on during the time their families were killed. And neutral because a lot of people do tend to be busy and don't put effort into trying to solve other problems when they're solving others.
