Spoil system is the term which was first used in the time of Andrew Jackson' presidentship. It was the cynical republicans who appeared to oppose corruption but in reality they created a corrupt entrenched administrative bureaucracy.

Andrew Jackson ensured that he too enough measures to annihilate corruption in his office. Basically, loyalty played a dominant role in offering highest offices in the presidential office rather than skill and expertise which is a back lash during the gilded age. Biased bureaucracy which gave importance to party loyalty took a major role in crating an administration which failed to recognize the knowledge, talent and expertise.

During Jackson' era many measures  such as Sherman antitrust laws were also passed to stop monopoly which helped corruption to grow indirectly in the society. Southern reconstruction, civil rights movement and rise of labor unions were all the aftereffects of the gilded age.
