Start with

Sum like terms on the right hand side:

[tex]2=-3x+2y[/tex]

Add 3x to both sides:

[tex]3x+2=2y[/tex]

Divide both sides by 2:

[tex]\dfrac{3}{2}x+1=y[/tex]

Which is the required form: reading the equality from right to left gives

[tex]y=\dfrac{3}{2}x+1[/tex]
