The AOC only established a Congress so without an executive branch they couldn’t enforce any laws they wrote. States could except or reject most laws unless 9 of the 13 colonies agreed, and that was more than a majority.

The AOC also couldn’t establish a central army as each of the states were responsible for entering into mutual defense agreements. It also couldn’t collect taxes so there was no way to support an army. This short coming was realized during Shays Rebellion when the federal government couldn’t act.

Two problems with the Articles of Confederation were:

  • the federal government had no power to raise an army
  • the federal government had no power to collect taxes

The Articles of Confederation was the first U.S. Constitution and made the federal government weak in certain ways such as:

  • being able to raise an army - the federal government could not raise an army and had to rely on state militia
  • being able to collect taxes - the federal government could not collect taxes and had to rely on whatever the states felt like giving them to fund themselves.

In conclusion, the Articles of Confederation made the Federal government quite weak and so was replaced by the Constitution.
