The Constitutional Convention of 1787 was designed to change the league of states and the first system of government under the Articles of Confederation. The Articles gave Congress virtually no power to regulate domestic activities such as no power to tax, no power to control commerce. In 1786, the United States was bankrupt. Many believed that the scope of the convention was to review and delineate improvements to the existing Articles of Confederation, and would have not agreed to participate otherwise.
Once the Convention began, most of the delegates appeared to agree in general terms that the purpose would be a new system of government, not simply a revised version of the Articles of Confederation.
