2,3,4,1, the probability is in order from greatest to least. If they asked for least to greatest then, 1,4,3,2. So use the least to greatest one.
The table is a little strange because the rows don't add to 100% and the colums don't add to give their "total." Thus, it is not real clear exactly what the table is trying to tell us.

We assume we can figure the desired probability (chicken sandwich is tops given that a non-veggie sandwich is tops) by adding the non-vegetable numbers for a town and dividing that into the number for chicken sandwiches.
