That's how it's supposed to work. In practice, the scientific establishment is very slow to accept any evidence that doesn't fit current theory, and even slower to accept new theory. The preferred approach in the scientific establishment seems to be to ignore evidence that doesn't fit, or to put a "spin" on it that results in it being discounted or buried. Nevermind that scientific advance actually only comes from evidence that doesn't fit current theory.
