L = Levels = x
T = Time / L = 7 minutes / Level.

Formula
S + x * T ≤ 60 minutes

Substitute and solve.
5 + 7*x ≤ 60  Subtract 5 from both sides.
7x ≤ 60 - 5
7x ≤ 55 minutes Estimated, the answer is almost x = 8 but not quite. Divide by 7
x ≤ 55/7
x ≤ 7 . He almost makes it through the 8th game but not quite
